VISION
The Village of Lake Orion is a desirable, vital, vibrant, safe, sustainable small community that cherishes its local culture, heritage and history as it moves forward into the future. Encouraging innovation and continuous improvement promoted by the diversity of its citizens and businesses through their involvement in local governance who understand their responsibility for protecting its special natural resources creating a unique place by which its citizens and businesses are proud to call "home ".

MISSION
The Mission of the Village of Lake Orion is to foster the reemergence of our community with a vibrant downtown and a high quality of life that is enhanced by our historic character, trails and waterway features.

GOALS AND OBJECTIVES


Goal : Provide a Supportive and Informative Environment for the Economic Reemergence from the COVID-19 Emergency Disaster

Objective:
Reemergence of residents, property owners and businesses to pre COVID-19 levels with continuous growth. Actively inform and support the community for economic reemergence to a healthy business activity level with continuous growth and success. 

Goal : Promote Sound and Prudent Financial Management

Objective:
Tower Space Rental – Actively pursue leases for the remaining three (3) spaces on the village cell tower located at 37 East Flint Street.

Objective:
Parks and Recreation Funding and Grants – Actively pursue grant funding opportunities through the Michigan Natural Resources Trust Fund, Land and Water Conservation Fund, Recreation Passport Grant Program, and other funding sources to assist with operations, maintenance, and/or improvements. Update the Parks & Recreation Plan to include restrooms at Atwater Park before the 2020 five- year expiration to be eligible for future grants.

Objective:
Review Village owned properties for possible sale to determine if any could be sold. 

Objective:
Review of Village Consultants - Review of Village Consultants to ensure the Village is obtaining the best services available at the best price; include the possibility of bringing planning services in-house. 


Goal : Promote Proper Management of Capital Assets and Infrastructure

Objective:
Sanitary Sewer System Improvement Program – Prioritize a comprehensive sanitary sewer system improvement and funding plan, including repair and rehabilitation of pump/lift stations. Oakland County Water Resource Commission (WRC) prepared a plan based on the SAW Grant Study asset management plan completed in November 2018, estimated at over $6 million.

Objective:
DPW Building and Storage Plan – Prepare a DPW Building and salt storage structure improvement/replacement plan and provide funds for future needs.

Objective:
Additional sidewalks – Add sidewalk along Evergreen Cemetery: funded by the DDA because it is located in a DDA District; Add sidewalk along Washington between Shadbolt and Elizabeth Street; Add sidewalk along Washington between Shadbolt and Jackson. 

Objective:
Road funding and maintenance - Seek funding for street maintenance


Goal: Promote Quality Recreation Services and Environmental Stewardship

Objective:
Paint Creek Stream Bank Stabilization - Obtain grant funding to complete necessary improvements to the Paint Creek stream banks to prevent erosion, improve aquatic habitat, and provide educational and/or recreational opportunities for the public along Children's and Meeks parks. 

Objective:
Parks and recreation funding - Identify new or alternative revenue sources to provide sufficient funding for park facility improvements and recreational programming. A non-profit Friends of Lake Orion Village Parks was established in 2019. 

Objective:
Green's Park - Complete capital improvements to Green's Park pavilion, gazebo, and build a playground structure. Reevaluate the fees and operations for financial, attendance and liability improvements (including elimination of fees and lifeguards). 

Objective:
"Green" Energy Projects - Continue to expand "green" energy options including solar power for park lights and LED lighting for DPW. The DDA needs to look at changing lamps in the downtown corridor. 

Objective:
Replace and upgrade the trees and bushes in the Downtown and Parks - Upgrade vegetation in the downtown, parks, and along the Paint Creek. 

Objective:
Removal of trees from public and private property - Significant number of old, dead trees on Village properties needs to be removed due to safety concerns. 

Objective:
Raingardens to Children's Park and Green's Park - as proposed from the Water Towns review by the CRWC. Forwarded request to DDA because it is located in the DDA District. 

Objective:
Atwater Park Improvements - Provide restrooms and relocate/resurface basketball court. 


Goal : Promote and Protect Public Health, Safety, and Welfare

Objective:
Traffic enforcement - reduce speeding along Flint, Florence, Elizabeth, Shadbolt, and other streets either by extra patrol or radar trailer, portable lighted speed indicator signs or similar equipment; there are grants available for this. Consider adopting a distractive driving ordinance.

Objective:
Senior Citizens Aging in Place - Identify, seek and implement collaborative efforts with other public, private, and non-profit organizations (Library) to provide adequate opportunities for senior citizens to be able to age in place. 


Goal : Promote Open, Transparent, Inclusive, Engaging Space and Collaborative Governance

Objective:
Create spaces for Resident to Engage in the Community - Provide timely public information on positive community events and happenings; utilize media to engage the public on important issues affecting the community; encourage citizens to register on the village's website for the NOTIFY ME service. Upgrade the Village website to current technology for more efficient updating. 


 Goal : Promote a Positive Community Image

Objective:
Public Art – Establish a local artist gallery at the new village hall to highlight artwork from local artists. Collaborate with the Orion Art Center for displays and events at the Village Hall.

Objective:
Beautification Commission – Establish a Beautification Commission to raise awareness and improve the attractiveness of residential and business properties through the Village.

Objective:
Rental Ordinance for short and long term – Adopt an ordinance for registering all rental property.

Objective:
Become a Redevelopment Ready Community (RRC) – Working with the Downtown Development Authority, apply to the State to become a Redevelopment Ready Community (RRC). In process at this time. 

Objective:
Establish Historic Character Guidelines - In conjunction with the DDA establish historic character design guidelines to the Zoning Ordinance.
